About the Outer Banks
The Outer Banks, North Carolina is a thin strip of land on the Atlantic Ocean near the warm waters of the Gulf Stream, the Outer Banks were the first North American land reached by English explorers.
The Outer Banks has a council-manager form of government. It is governed by an elected Mayor and eight-member City Council, who meet on a weekly basis. Day-to-day operations are overseen by the appointed City Manager.
Community Resources
In addition to carrying out public works projects and enforcing local ordinances, the Outer Bank provides a variety of community services. The city owns and maintains a number of parks and playgrounds. The city also operates two seniors centers, and provides counseling services for youth and families.

When are vehicles allowed on the beach?
Vehicles are allowed on the beach from October 1 through April 30 with a Town-issued permit. Driving on the dunes is prohibited.
ATVs are only allowed on the beach if they are being driven by a disabled person who has a Town-issued special permit. Click here for more information.
Are dogs allowed on the beach?
Dogs are allowed on the beach at all times as long as they are leashed. Owners must clean up after their dogs.
Are pit fires allowed on the beach?
Pit fires are allowed on the beach with a permit from Nags Head Fire and Rescue. Click here for more information.

 

 


 

 


Animal Services
Kitty Hawk, Nags Head, Manteo and Hatteras Island all have established veterinary clinics. Most of the vets rotate an around-the-clock emergency service. Some also care for horses, exotic pets, sea mammals, wild birds and farm animals.

On Roanoke Island, the Dare County Animal Shelter offers an adoption program for stray and abandoned animals and serves as a pound for animals picked up off the streets. Dog catchers in all areas of Dare County except for Kill Devil Hills bring confiscated pets here. The Kill Devil Hills animal control officer can be reached at 480-4020.

The nonprofit Outer Banks Spay-Neuter Fund offers financial assistance for people who can't afford to keep their pets from reproducing and operates a cat shelter for stray, abandoned or injured cats. Call 441-7918 for more information.
